Strengthening America's Defense Industrial Base: Opportunities for Indiana Manufacturers

How AS9100D and Cybersecurity Readiness Can Help Companies Enter Aerospace and Defense Markets

The United States is placing renewed emphasis on strengthening its defense industrial base and expanding domestic manufacturing capability. Recent federal actions aimed at increasing weapons production cited limited manufacturing capacity, supply chain vulnerabilities, and production bottlenecks as challenges that must be addressed to support national security needs.
At the same time, opportunities for manufacturers extend far beyond major defense contractors. According to the Government Accountability Office (GAO), the Department of Defense relies on a network of more than 200,000 suppliers to produce weapons systems and other critical products and services. Many of these suppliers are small and medium-sized manufacturers providing specialized machining, fabrication, coatings, composites, testing, electronics, and advanced materials capabilities.
At Purdue MEP, we are seeing this trend firsthand. An increasing number of Indiana manufacturers are exploring opportunities in aerospace, defense, and space-related markets and pursuing certification to the AS9100D aerospace quality management standard. In many cases, companies that have traditionally served automotive, industrial, or commercial markets are evaluating whether their existing capabilities can be leveraged to support defense-related applications.
This opportunity is becoming even more relevant as the Department of War looks beyond the traditional defense industrial base for additional manufacturing capacity. The recently established Civil Reserve Manufacturing Network is specifically designed to engage commercial manufacturers that may be able to provide or convert production capacity to support defense needs. This creates another potential pathway for manufacturers that have historically served commercial markets to consider how their capabilities could support national defense.
For organizations seeking to enter these sectors, AS9100D is often the first major step. Built upon ISO 9001, AS9100D incorporates additional requirements focused on risk management, product safety, configuration management, traceability, counterfeit parts prevention, and operational planning. Certification demonstrates that an organization has implemented the robust processes and controls expected by aerospace and defense customers.
Increasingly, however, quality certification alone may not be sufficient. Aerospace and defense customers are also placing greater emphasis on cybersecurity and protection of controlled information. Depending on the products supplied and the customers served, organizations may need to address requirements associated with the Cybersecurity Maturity Model Certification (CMMC), customer-specific cybersecurity expectations, and secure handling of technical data.
Companies interested in diversifying into aerospace and defense should begin by asking several important questions:
- Do our existing products, processes, or technologies align with aerospace, defense, or space applications?
- Are there gaps in our quality management system that would prevent us from meeting customer expectations?
- Is AS9100D certification required by our target customers?
- What additional requirements, such as cybersecurity, special process approvals, or customer-specific expectations, may apply?
- Do we have the capacity, equipment, workforce, resources, and competencies needed to support highly regulated products and scale production when required?
The good news is that many Indiana manufacturers already possess the technical expertise needed to succeed in these industries. What is often missing is an understanding of the industry requirements, customer expectations, and certification pathways necessary to compete effectively.
Purdue MEP assists manufacturers in evaluating their readiness for aerospace and defense opportunities through gap assessments, AS9100D implementation support, internal auditor training, and guidance related to complementary requirements such as cybersecurity, supply chain management, and workforce development.
As the nation continues efforts to strengthen domestic manufacturing resiliency and expand the defense industrial base, Indiana manufacturers are uniquely positioned to play an important role. For companies seeking growth, diversification, and long-term stability, aerospace and defense may represent an opportunity worth exploring.
